Metrorail Usage Data to Inform Analysis of the Current Budget Proposal Regarding Early Closures

Data can help inform understanding of the potential impacts and mitigating strategies for potential changes to Metrorail’s span of service.

In June of 2016, Metro began closing at midnight on weekend nights to allow more time for track work over the weekends, in support of the SafeTrack program.  The Metro GM/CEO has recently announced he will pursue making this service change permanent.  To meet the necessary track work requirements to get the system in a state of good repair – recommendations which the FTA and others have also made – the current budget proposal for FY 18 includes various additional early closure options, including ending Metrorail service at 10 PM on Sundays.

Staff from across the agency are currently working to assess the impact of such closures on customers and determine what strategies we might employ to replace some or all of that rail service with alternatives.

Similar to our data release related to SafeTrack, we are glad to provide ridership data to assist with analyses by our local partners and members of the transit advocacy community.

First, average, standard deviation and maximum ridership after midnight on Friday and Saturday, and after 10 PM on Sunday by month, station, and hour, from 2010 to 2016.  (Excel, 13 MB)  The graph above illustrates one dimension of this data:  the average, usual range and maximum system ridership on Sundays by month since August 2010.  The biggest spike there is during Obama’s second inauguration weekend.  There is a lot to learn from this data set.

Secondly, we’ve put together Metrorail entries by half hour by day type.  The full dataset is available for download, but the relevant data is presented in the image below, showing the half-hour segments that have the lowest ridership.

Late Night Bus Maps and Options

Now that Metrorail closes at midnight on weekends, what buses are available? New regional bus maps can help you find alternatives to Metrorail after midnight.

Since the launch of the SafeTrack program, rush-hour alternatives have been a hot topic across the region, especially for commuters impacted by the rail surges. However, it’s also important to address navigation strategies for people impacted by Metrorail’s earlier weekend closing time — midnight rather than 3:00 A.M. on Friday and Saturday nights (technically early Saturday and Sunday mornings). While nightlife patrons are part of the mix, most of our late-night rail customers are traveling to or from work. Since teleworking may not always be an option for these commuters, night owls should be aware of the bus options available after midnight.

We’ve assembled bus service availability, by hour, on weekends from Metrobus and our regional partners, and put the data on maps!

Detailed timetable information is available from Metrobus, Fairfax Connector, Ride On, ART, and DC Circulator. Some bus service differs slightly between the two weekend days; you can plan a specific trip in Metro’s Trip Planner.

Note: Metrobus map data is based on information from the Late Night Service Study published in April 2016 and may not reflect recent service changes on certain bus routes. We will follow up next week with any updates.

Where are the Late Night Metrobus Riders?

The majority of late night bus boardings are in DC, focused along the 14th/16th Streets NW corridor.

As we’ve mentioned before, Metro is conducting a study examining late night bus service in the region.  An initial step was to assess where the late night boardings are happening in order to determine which might be the best locations to focus in-person survey efforts.  Below is a map showing the locations of the top 100 locations where riders board Metrobus from 11pm-4am each night.  Rather than reflecting the total ridership of a stop, the magnitude of the circles on the map reflect that location’s share of overall late night bus ridership.

Some notes on the map:

  • Almost all of the major bus boarding locations (those with more than 1% of the total) are at Metrorail Stations, even though Metrorail stops operating just one hour into the late night period on weeknights.
  • Not surprisingly, most of the boardings are in DC, many of which are concentrated in the 16th/14th St NW corridor from downtown to Columbia Heights.
  • The data only reflect Metrobus boardings, so if boardings on local operators such as DC Circulator are added, the total numbers of late night bus boardings would be higher than what is shown here.
  • Of course this only tells us where the riders are boarding, not necessarily where they’re going; we are investigating that as part of the study.

Late Night Metrobus Survey Underway

Metro is conducting rider surveys in support of a new study examining late night bus service, generally defined as operating between 11pm and 4am, with a focus on Metrobus service generally inside the Beltway and during the time period after Metrorail closes (after midnight during the week and 3am on weekends).  The study will examine the performance of existing late night Metrobus service, connections among bus routes and between late-night activity centers (see map below), and the potential for 24-hour bus service, and for branding late-night bus service.  The study will also make recommendations for near-term service improvements.  Riders of many of the most heavily used Metrobus routes may have noticed surveyors at major bus stops as in-person surveys were conducted from approximately 11pm to 4am over the past week.
